Integrated Capacity Building Program – Gujarat Urban Development Mission
Project Details:
AIILSG has been training municipal officials and elected representatives at various levels. AIILSG is also impaneled with the Ministry of Housing and Urban Affairs for imparting training to municipal officials under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). AIILSG runs separate training and capacity building programs as per the requirement of ULBs through its 40+ centers and affiliated centers in India to build an efficient workforce for municipal bodies.

Description of Project-
The course was conducted for various mix of practitioners from public health and engineering wings of these urban local bodies. The facilitators from AIILSG also represented a diverse range of domestic and international experience in various fields including to verticals under PMAY(U), Housing for all plan of action (HFAPOA), The Global Housing construction challenges and Third-party Quality monitoring, Credit linked subsidy schemes (CLSS), Development of IEC strategy and Plan, Annual Capacity building plan, IN-SITU slum redevelopment (ISSR, Reforms under PMAY(U), Affordable Housing in Partnership (AHP) and Beneficiary Led Construction (BLC), Prospective emerging technologies for MASS housing: Fast-tracking the PMAY Mission, Walkthrough PMAY-MIS (U).
Throughout the course, the participants were constantly engaged in understanding existing challenges of Housing construction technologies, especially for basic services, infrastructure, and civic amenities, to understand the need for the Mission and then understand its guidelines and processes. The course proved to be a catalyst for the participants, enabling a comprehensive understanding of the Mission and its components. The facilitators used a mix of international and domestic case studies, group exercises, discussions, presentations, audio-visual material to achieve the intended learning outcomes in a learners-centric manner.
The three-day course focused on discussing the challenges faced by urban India in the context of the Mission and understanding the Mission guidelines and toolkit comprising thrust areas, components, funding processes, development management, monitoring, and review process. The modules introduced participants to the urban challenges, potential projects and possibilities under the Mission, and contextualized similar transformations through established practices from India and across the world.
The pedagogy included the following – thematic lectures, case study presentations, guest presentations/lectures, participant discussion sessions, group exercises, audio-visual material. Participants, in groups, worked on specific exercises developed for this course. In addition to these sessions, participants were given knowledge checks (written quiz) both at the beginning and the end of the course to test their understanding of AMRUT before and after the course.
