Project Details:

• a) Project Intro: In the month of December 2019, a MoU was signed between Srinagar Municipal Corporation (SMC) and All India Institute of Local Self Government (AIILSG) for setting up of Project Management Unit (PMU) under Swachh Bharat Mission.
• b) Project Area: Srinagar (Union Territory of J&K).
• c) Project Description:
  • 1) PMU will provide technical management support in project management, coordination technical support for implementation of SBM components while ensuring optimal technical quality in project implementation and services.
  • 2) The Project Management Unit (PMU) will guide and monitor entire uphold of related documents/documentations, collection and management of SBM related database, MIS entry of data/information over website/ portals/ accounts concerning SBM and related activities.
  • 3) Assist Srinagar Municipal Corporation in all activities related to the compliance of SWM Rules 2016, Plastic Waste Management Rules, 2016 and those related to the compliance of MSW management related directions of Hon’ble NGT.
  • 4) PMU will review, provide technical and management support to all existing Projects under Swachh Bharat Mission and related activities being undertaken by the SMC including Swachh Survekshan, Garbage free protocol and other national level assessments.
  • 5) PMU will support SMC in Preparation of techno-economic feasibility reports and provide transaction support for procurement of services required of MSW management and sanitation work.
  • 6) Prepare Standard Operating Procedures (SOPs) for execution of collection, transportation, processing and disposal of MSW. Also, Capacity building of SMC Staff for departmental execution of these activities. PMU will build the capacity of all the engaged staffs, vendors/third party service providers for quality management of sanitation, solid waste management infrastructure in alignment with the SOPs/guidelines standards issued time to time by concerned ministries, regulating agencies, SMC etc.
  • 7) PMU will manage communications received from the State/National Mission directorate, including, replying/forwarding to the concerned officials and staying abreast with latest developments in the areas of expertise and facilitate transfer of relevant information and best practices to SMC staff for use in SBM processes/functioning.
  • 8) The PMU is expected to work in tandem with the existing staffs of SMC, third party service providers with focus on strengthening implementation of SBM. The focus of PMU is to enhance the pace and quality of implementation of the Mission activities.
  
  

  Project Achievements:

  ODF Certification -Srinagar is declared open defecation free (ODF) by the union ministry. It is after six years that Srinagar got ODF status since the inception of Swachh Bharat Mission by P.M Narendra Modi in 2014.
  
  Swachh Survekshan 2020 - Srinagar has ranked first among 78 urban local bodies in Jammu and Kashmir in a Swachh Survekshan League (SSL) 2020. At national level jumps to 45th rank from 448th rank in Swacch Survekshan 2019.
