Sustainable Development Goals are universal in nature with local implications and intervention possibilities to ensure relevance, applicability and accountability in the planning, design and implementation of policies and programs. As a pioneer institute, AIILSG has been vividly contributing significantly to the various SDGs.
SDG 1 – No Poverty
In 2005, The Ministry of Urban Employment and Poverty Alleviation (MOUE&PA), Government of India and UNDP have set up the `National Resource Centre on Urban Poverty’ (NRCUP), anchored by Regional Centre for Urban and Environmental Studies (RCUES) of All India Institute of Local Self- Government (AIILSG), Mumbai, launched under GOI – UNDP, project titled `National Strategy for the Urban Poor.
In 2009, the RCUES, Mumbai is recognized as a `Nodal Resource Centre’ for SJSRY by Ministry of Housing and Urban Poverty Alleviation, Government of India.
The AIILSG, Mumbai, prepared Mumbai Human Development Report, 2009 which was the first of its kind amongst mega cities, which was supported by UNDP and Ministry of Housing and Urban Poverty Alleviation, Government of India.
SDG 2 – Good Health and Well Being
The institute has long working association with local bodies in India and abroad. The majority of the sanitary/ Health Inspectors and other Junior Health officials employed by the various state governments and municipal corporations/councils/ Zilla Parishads are the students of this institutes who had successfully completed sanitary inspectors diploma course from this institute.
The institute ensures universal access to better health care services through planning, information and education. The course develops the conceptual and practical understanding of the principles of public health and sanitation enabling essential skills to execute the duties such as Multi-purpose worker, Coordinator, Junior Overseer, Treatment Organizer, Health visitor, Health worker, Female health worker for family planning or for family welfare, Malaria officer, Sanitary inspector in health and other relevant sectors.
ICEQUI-T initiated a major innovation MY SDG2 for AIILSG’s contribution towards achieving SDGs. SDG-2 talks about putting an end to hunger and malnutrition. Various projects were launched with the support of UNICEF Leher, Tata Rallis CSR, National Stock Exchange Foundation, and more for helping underprivileged people like tribal population, backward castes, and more.
SDG 3 – Quality Education
In addition to this, AIILSG is a pioneer in providing quality skill training and solutions across the country. We are National Skill Development Corporation (NSDC) training partner as well as we are affiliated with various Sector Skill Councils (SSC) for assessment and certification of trained candidates. We are affiliated with Management & Entrepreneurship, Healthcare, Electronics and IT, Green Jobs, IT-ITES, Apparel and Hospitality sectors
AIILSG has ventured into hospitality management by joining hands with Tata Institute of Social Sciences (TISS) for implementing 3 years Diploma Programme in Hospitality Management at New Delhi and Thiruvananthapuram. AIILSG in collaboration with TISS are is providing degree under the patronage of All India Council for Technical Education (AICTE) of the Ministry of HRD, Government of India. It focuses on practical and theoretical knowledge creating a workforce for this demanding profession.
We are empaneled partner of RSLDC, Rajasthan for up-skilling and training of 1000+ candidates in Rajasthan under ELSTP program. The objective of this ambitious program is to train youth, participants coming from the economically weaker sections of the society.
AIILSG aims to up-skill and train 16000+ candidates across Jharkhand. Various skilling courses like Operation Theatre Technician, Phlebotomy Technician, Medical Lab Technician, General Duty Assistant and Emergency Medical Technician from healthcare sector are taught to youth of Jharkhand state through AIILSG’s world class Mega Skill Centers at Madhupur and Ranchi. These training centres have state-of-art infrastructure and latest laboratory equipment for implementation of this ambitious project. The curriculum taught under this scheme is as per the SSC norms.
SDG 4 - Gender Equality
All India Institute of Local Self-Government (AIILSG) in association with European Union is implementing the Equi-City project in Nagpur (Maharashtra). The Project will promote equitable municipal service delivery and encourage diversity in local authorities by enabling participation by different communities or groups in the formulation of social and economic policies in local governance systems. The success of the project would improve the quality of life of urban poor and other communities and groups like women, children and differently-abled persons
The capacity building exercise, Equi-cCity held the trainings workshop on Gender Empowerment and Gender Issues for the elected representatives of city. Also, focuses on gender sensitivity in the city. The institute envisages to promote the total and equitable participation. Significant progress has been made towards girls’ and women’s equality in education, employment, and political representation.
SDG 5 – Clean Water and Sanitation
AIILSG empowers municipalities under SBM through consultation, implementation and IEC activities, for building clean cities in India by providing its technical expertise to municipalities. Institute has prepared Detailed Project Report of SWM for 28 cities in four states enhancing the existing Municipal Solid Waste Management (MSWM) system for the ULBs and thus improve the health and living standards of its residents. The objective of the project is to introduce appropriate technologies for management of MSW so as to prevent the waste from causing pollution and health hazards.
AIILSG has joined hands with Srinagar Municipal Corporation to promote Deen Dayal Antyodaya Yojana. SMC is looking after solid waste management besides many other delivery systems. The Institute is working and creating a roadmap to achieve the vision of SMC.
The AIILSG, Mumbai also houses the Solid Waste Management (SWM) Cell backed by the Government of Maharashtra for capacity building of municipal bodies and provide technical advisory services. Recently (in 2008) Mumbai Metropolitan Regional Development Authority (MMRDA) established Solid Waste Management Cell to provide technical advice for development of regional landfill sites and capacity enhancement of urban local bodies in MMR.
Preparation of City Sanitation Plans preparing strategic planning processes for citywide sanitation sector development. Addressing technical and non-technical aspects of sanitation services.
Performance Assessment System (PAS) for urban water supply and sanitation, the project worked with the state and local governments to institutionalize the performance assessment system (PAS) focused on sanitation related activities. These include developing measurement systems and indicators for on-site sanitation, preparing and implementing city sanitation plans, developing tools for assessing sanitation improvement actions, and developing mechanisms for financing urban sanitation
SDG 6 – Affordable and Clean Energy
AIILSG is working closely with the agencies which enable provision of Solar Power Based water ATMs in Odisha.
The institute promotes the city planning incorporating the clean energy components through 10 percent renewable sources utilisation.
• ECBC Cell – AIILSG has set up Energy Conservation Building Code cells in sixteen states and union territories. It has been done in partnership with UNDP and Bureau of Energy Efficiency (BEE) as a part of their policy advocacy and implementation initiatives. These cells are meant to bridge the gap between development and implementation by providing technical and human resource support. They partake in conducting capacity building training workshops for ULBs and other government agencies, thereby facilitating them to implement the code.
Implementation of Energy Conservation Building Code (ECBC), Energy Efficiency in Street Lighting, Energy Efficiency in Municipal Buildings, Energy Efficiency in Water Pumping Implementation of Energy Conservation Building Code (ECBC) in the states of Karnataka, Chhattisgarh and Kerala – Technically supporting for making new and existing buildings ECBC compliant and revising the Schedule of Rates to include energy efficient materials, Revising the building bye –laws and development control rules (DCR).
The institute contributes in improving the capacity building of officials from ULBs all over India on Energy Efficiency through ESCO model.
The institute is working towards the clean energy, implementing GOI missions successfully established Solar LED lights training cum incubation center..
SDG 7 – Decent Work and Economic Growth
Working towards its vision of enhancing the employability of youth by skill development, AIILSG was selected by Jharkhand Skill Development Mission to establish and operate Mega Skill Development Center in Jharkhand on PPP mode. This project is aimed at increasing the employability of the youth and empowers them to take part in the economic growth of Jharkhand and India and thereby reduce unemployment and under-employment.
These skill development training programs are implemented by trainers having minimum qualifications according to the guidelines of Healthcare Sector Skill Council. On-Job-Training and Placements are ensured by AIILSG through its industry tie-ups. We ensure 70 % placements under this project.
AIILSG has signed MoU with Government of Andhra Pradesh for implementing Mission for Elimination of Poverty in Municipal Areas (MEPMA) to conduct skill development training programme to uplift the poor by empowering them with skills and knowledge
Under this program, AIILSG has successfully established Solar LED lights training cum incubation center in Chittoor district where 280 candidates will be trained to promote self-employment and Entrepreneurship. The candidates are trained in courses of Solar LED technician and Solar Installation Technician. The curriculum of these courses are as per Green Jobs Skills Council.
Empaneled partner of RSLDC, Rajasthan for up-skilling and training of 1000+ candidates in Rajasthan under ELSTP program. The objective of this ambitious program is to train youth, participants coming from the economically weaker section of the society and help them with wage/self-employment opportunities within and outside the state. Under this program, institute is providing skill training to candidates in Electronics & Hardware, Green Jobs and Apparel sectors. This program will uplift and provide employment to 900+ beneficiaries over a period of 3 years.
SDG 8 – Reduced Inequalities
- AIILSG in association with European Union is implementing the Equi-City project in Nagpur (Maharashtra). The project aims to promote inclusive and sustainable growth of Indian cities by engaging all stakeholders in the decision making process. The project focuses on improving the quality of life of the urban poor and other marginal communities like women, children & differently-abled persons by ensuring that all the basic amenities such as water, electricity, sanitation and sewerage management are accessible to all citizens without discrimination. The project develops monitoring and accountability tools to empower locals to demand for better services for the local authority. The institute aspires to promote diversity in local authorities by enabling participation by different communities or groups in the formation of social and economic policies in local governance systems.
- AIILSG’s poverty initiatives, international initiatives and collaboration are anchored at its International Center of Equi-T, which promotes the tribal development through education and capacity building. The International Center for Differently (IC-Differently) under the aegis of AIILSG’s International Center of EQUI-T (ICEQUI-T) makes effort to empower the differently-abled population in the country by organizing workshops and spreading awareness among all stakeholders.
- The center’s pioneering social innovations have enabled two global recognitions for the organisation– ‘Stars in Global Health 2017’ by Grand Challenges Canada supported by Government of Canada and ‘Risk AWARD 2015’ by the United Nations Office for Disaster Risk Reduction, Munich Re Foundation-Germany & Global Risk Forum- Davos. The International Center of EQUI-T’s field actions embedded with social innovations have enabled transformation in the lives of more than 0.64mn disadvantaged populations
SDG 9 – Sustainable Cities and Communities
AIILSG has rich experience in the preparation of Smart City Plans, City Development Plan, Street Survey and Development Plan, City Strategic Plan, Capital Investment Plan, Comprehensive Development Plan, Master Plan and Town Planning Schemes for Cities, including design and/or implementation of smart solutions at city scale/ ICT applications in the urban sector. We have prepared Detailed Project Report on Solid Waste Management, Service Level Benchmarking, City Sanitation Plan and preparation of Solar City Master Plan, etc.
AIILSG is helping local bodies in Integrated City Development Plan, enabling the municipality to be able to manage the process of fulfilling its development responsibilities. AIILSG is guiding local bodies to provide detailed data analysis of the town including primary and secondary information collected in earlier phases, observations from the analysis and Reconnaissance survey of the town, outcome and issues from the analysis and SWOC (Strengths, Weaknesses, Opportunities and Constraints) of both the towns. Follow up by the Identification of data gaps with concerned authorities we will further proceed to developing of Vision and Goals to the town based on Financial Profile of municipality along with consultation with authorities.
AIILSG with the Government of Arunachal Pradesh is also preparing GIS based master plans for five cities. The Institute has been awarded the project by the Department of Town Planning and Urban Local Bodies of the state government. The project will be carried out in three phases

SDG – 10 Climate Action
All India Institute of Local Self-Government is continually engaged with UN Institutions, Multilateral Development Banks, Climate Forums and Clubs in delivering the International Commitment on climate action through partnerships with Global Network of Cities, Private Sector, Development Financial Institutions, Civil Society and citizens. AIILSG is providing technical intervention, capacity building, advocacy and communication support to Urban Local Bodies by creating institutional mechanism and programs which link local, sub-national, national and global actors on climate policies towards ensuring climate safe and sustainable future.
The Institute has chosen to continually align its focus on facilitating stakeholders in delivering targets of Nationally Determined Contributions (NDCs) and Sustainable Development Goals with focus on climate change mitigation & adaptation, resilience, circular economy, resource efficiency, low emission pathways and reduction in air pollution & climate change through SLCPs reduction.
SDG – 11 Life Below Water
AIILSG executed campaign for cleaning and conservation of Futala Lake, Nagpur under Equi-City Project. The Institute commenced a phase of comprehensive and planned Futala Lake Cleanliness and Rejuvenation drive through sanitization programs.

The Institute has received recognition from various International and National Organisations.
In appreciation of the services rendered the institute has received global recognition from IULA, UNDP, UNCHS, UNICEF, WHO, FORD FOUNDATION, CITINET, CLGF, USAID, US-AEP, CARE, ICLIE, British Council, GTX and DFID.
The AIILSG has established a strong network of partners with several national research and training institutions and NGO’s and it has strategic alliances with premier training and academic institutions such as YASHADA, Pune, ASCI, Hyderabad, NEERI, Mumbai, VJTI, Mumbai, and KILA, Kerala, University of Mumbai.
AIILSG is felicitated with prestigious RISK Award 2015 which is a joint initiative of the United Nations Office for Disaster Risk Reduction (UNISDR), Global Risk Forum, Davos and Munich Re Foundation, Germany. AIILSG International Center of EQUT-T’s global innovation ‘Community Self – Assessment and Planning with Women’s Participation for Disaster Risk Reduction of Vulnerable Communities was ranked first in World for the RISK Award 2-15 among 14 entries from 62 countries.
The AIILSG, Mumbai has been selected by Government of Maharashtra to provide technical support and advice to international project “Transformation of Mumbai into World Class City” supported by the World Bank and Cities Alliances for Government of Maharashtra.
AIILSG has been recognized as the project Executive Agency for Participatory Strategies for Indian Municipalities by GTZ.
The Institute has also been in partnership with different government departments, agencies both Central and State Level and collaborates with international and national universities organisation and research and training institutions.
